

Basic
situation
The coastal management does not need data; it needs most actual thematic information.
OROMA aims at providing these information in a very effective way. The flow
chart in Figure 1 illustrates the approach of OROMA to interrelate data from
different sources in order to achieve the objectives. It shows the interconnections
between the expert's work and their relation to the responsible coastal management
represented in the level of responsibility on the top. The level of problems
due to the response on human interaction with the nature is shown at the bottom
of the image.
Level of Tools
The level of tools combines the techniques necessary for monitoring. Here
the raw data by radar-, optical- and in-situ instruments are acquired and
quality checked. OROMA will adapt the instruments and algorithms to the specific
parameter of interest.
Level of Interfaces
The level of interfaces will combine raw data from different tools by data
fusion, assimilation and inverse modelling techniques. Here data from different
sources, including most recent scientific innovations together with well-approved
techniques, will be mapped into one grid and given further to the level of
interpretation.
Level of interpretation
Within the level of interpretation, thematic information will be exchanged
among experts, and the interacting processes will be studied. The information
will be quality checked and its still complex structure, which has no direct
value for people involved in management tasks, will be reduced to focus the
processes.
Level of presentation
The level of presentation is more then presenting paper reports giving an
overview on the discussed problem on a statistical base or giving a status.
This project includes the presentation of an operational continuous quality
checked updating of all monitored parameter. The results will be "mapped"
into a geo- coded grid and distributed under the use of modern Information
Technologies to make actual update as quick as possible accessible for the
management. Within the frame of the project this will be pre-operational.
The coastal management, representing the end users will have access to the
flow of information by electronic networks. It will be their responsibility
to evaluate the success of the project and the operational usability of its
product. The outcome of OROMA will be focussed at the final workshop, when
the pre-operational, integrated monitoring system, consisting of in-situ and
remote sensing measurements, and the production of thematic information, will
be demonstrated in real-time to coastal managers. This demonstration, together
with the quality of the technical documentation and its acceptance, are the
measurable and verifiable results of OROMA.
