The VISAT Module Manager can neither update nor install modules under Vista OS.
The error message is "Failed to install module [*/*.jar]: */*.jar.incomplete (Zugriff verweigert)" (= Access denied)

WORKAROUND:
Right-click on the VISAT start menu entry or VISAT desktop icon and select "Execute as Admin".

A possible (but incredible) solution seems to be renaming the installer executable so that it contains the letter sequence "installer", see here:

Problem still exists. "visat.exe" requires a higher execution level in order to write to the BEAM home directory.
Write access is required for logging (${beam-home]/log) and module management.(${beam-home]/modules).
