MERIS L2 products low_pressure flag is raised over water

Description

The low pressure of MERIS L2 products is only valid for cloud or land pixels (page 105 http://earth.esa.int/pub/ESA_DOC/ENVISAT/Vol11_Meris_5b.pdf ).
Currently it also indicates low pressure over water, which can be misleading.

The LOW_PRESSURE flag does not exist any more for products from the 3rd reprocessing (IODD8).
For version before IODD8 the flag will remain.
