DIMAP Reader should be able to parse time information from file name, too

The DIMAP Reader should be able to parse time information from the file name as fallback mode, when the DIMAP header file does not contain time information. Otherwise, time information, although present in the product, is lost. Thus, such products may not be used by the GlobToolbox (or, generally, depending tools needing time information).
